You may want to consider a frosting effect that covers most of the window, but not 100% of the view,? for looking in,? but also for looking out.? Consider a visible margin around the edge of the frame.

At Georgia State, we do permit off campus entities to reserve vendor tables on our outdoor plaza.  We have focused their energies on Wednesdays for off campus use so that students know when to look forward to shopping on the plaza.
