    I am currently working on a project related to gambling on campus. What best practices, rules and regulations, or other advice do you have about raffles, prizes, ethical issues, policies, alternatives, incentives and rewards?

    We go by our state regulations that state there can only be games of skill not chance. We try to help organizations translate that for raffles.  Such as they may pick some names but to actually win the prize they have to answer correctly.

    Student organizations under the fiscal supervision of BOSO may not conduct games of chance on or off campus.  Games of chance include but are not limited to bingo games, raffles, charity games nights, door prize events, or festivals that include prizes from pull tabs, punchboards or tip boards. All payment requests submitted relating to Games of Chance will be denied.

    What is a bona fide game of skill?

    Bona fide games of skill include games where one can control the results or enhance their abilities through training. Examples include: sporting events, memory games, golf, horseshoes, darts, pool, scrabble, and trivia. http://www.in.gov/igc/files/Gaming_Control_FAQs.pdf

    Scarlett,

    Here’s a link to the SMU policy on raffles which are considered gambling and therefore prohibited. Students often confuse raffles with door prizes which are fine and have no policy governing them other than tax implications – particularly for gift cards. Good luck to you!

    We also have to follow strict state laws as it relates to fundraising, gambling, and bingo.
