    We have recently realized the need to update our posting guidelines for campus due to a few situations (i.e., banners in questionable locations, flyers posted in bathrooms, and campaign signs for a specific candidate for Georgia’s Senate runoff). I’m curious if folks can share:

    1. Campus/institutional policies around posting
    2. Facility specific guidelines and procedures
    3. Anything else to consider when reworking our policies?

    Hello Jackie,

    I hope this may help a little in your work to update your policies and procedure.

    In our student union we start by referencing our campus policy: https://www.mnstate.edu/about/policies-procedures/list/advertising/

    Our Building Policy references the University / campus policy and states the following:

    UNIVERSITY POLICY: BULLETIN BOARD, ADVERTISING, GRAFFITI & PUBLICITY POLICY
    The CMU enforces this University policy with the additional guidance.

    • All posters and banners must be approved prior to posting. Items may be posted for a maximum of four weeks.
    • Floor graphic locations within the CMU must be reserved in advance.
    • Banners may only be hung from the railing in the CMU main lounge.
    • Non-affiliated individuals or organizations as defined in the University policy are not allowed to post banners.
    • All advertising will be removed and disposed of by CMU employees following event date or posting period whichever comes first.
    • The CMU Administration Office will approve materials and reserve spaces.

    LITERATURE DISTRIBUTION
    Active solicitation of goods and services, literature distribution, and petition signing is prohibited in the CMU, with the exception of groups with confirmed reservations. Groups with confirmed reservations must remain in the reserved event space or directly behind or beside the reserved contact table.

    In practice for our facility (internal department document), we have the following to help guide the process.

      BANNERS?

      Banners may only be placed on the railings above the Main Lounge Ballroom balcony area. Banners must be approved at the Student Union Administration Office.? There is a limit of one banner per event regardless of the number of sponsoring organizations.? Horizontal banners and oversized posters shall be no larger than 3’x7′.? Vertical banners and oversized posters shall be no larger than 5’x3′.? Banners shall be approved for no more than a three week period unless approved by the Director of the Comstock Memorial Union or their designee.? A one-week waiting period shall exist between repeat displays of banners. These locations are available on a first-come, first-served basis to student organizations and departments.??

      DIGITAL SIGNAGE?

      There are digital signs in a variety of locations within the Comstock Memorial Union.? Sponsoring organizations can advertise events for up to two weeks. Ads should be jpegs sized at 1280×720 pixels to display correctly. The ad must be in a horizontal format. To submit ads or if you have any questions, contact Marketing and Communications at marketingteam@mnstate.edu.??

      EVENT SIGNAGE/DIRECTIONAL SIGNAGE?

      • Posting of event or directional signage throughout the Union is only permitted with prior approval from the Reservations Office.?
      • Tape/adhesive, thumbtacks, screws, and nails are not to be used on any surfaces. Sign holders (Poster frame stands, easels) are available for use and can be reserved through the reservations office.?
      • Poster Frame stands / Easels should only be placed outside of the room hosting the event. They should not be placed in front of doors, stairwells or in hallways.? Certain directional signage approved by the CMU Administration Office may be placed in certain hallway locations.?
      • Signage shall be put up no earlier than two (2) hours before the event and taken down thirty minutes after the event.?
      • Signage shall only be displayed inside in designated areas. All exit doors, exit lights, fire sprinkler heads, fire alarm pulls, fire extinguishers and other emergency or safety equipment must be kept free of obstacles or decorative material.?
      • Comstock Memorial Union is not responsible for lost, damaged, or stolen signage. The reserving group accepts all responsibilities for replacement and repair cost.?
      • Directional signage for your event is available upon request.? Requests should be made to the CMU Administration Office / event planner at least 7 business days before your event.?

        FLOOR GRAPHICS?

        There are five hallway locations that can be scheduled for floor decal marketing for campus sponsored events.? The five areas are:? the crosswalk adjacent to the C-Store; southeast, northeast, and northwest entrances; and the food court entrance.? Reservations for floor decal space need to be made through the Event Services Office.? The locations are reserved on a first come, first served basis and may be reserved up to one year in advance.??? Sponsoring organizations can reserve up to 2 spots for a length of 3 weeks per ad. Sponsoring organizations can ask for a second 3-week period for a second ad.? Decals should be placed and removed by the sponsor.? The CMU will remove by end date for a small fee if sponsor does not remove.?

        PASSIVE DISPLAYS?

        There are two main areas in which Passive Programming displays are allowed to be put up in the Comstock Memorial Union. Requests for these spaces / use should be requested through the Comstock Memorial Union office to be approved by the Assistant Director of Event Services in consultation with the operations staff. Passive displays shall be approved for no more than a two week period unless approved by the Director of the Comstock Memorial Union or their designee.???

        1. Sun Garden Lounge
          1. Groups can display up to 10 flags in designated areas and will post two informational easels.
          2. Groups can display up to 10 easels contained in both the Sun Garden Lounge and the Welcome lounge area.? At least one of these easels should be for information.?
        2. Overlook Lounge?
          1. Hanging displays along the red wall along the east side of the lounge can be scheduled.?
          2. Group will post minimally one informational easel.?
          3. Group will be responsible for Comstock Union labor charges to hang items from the ceiling along the wall.???

                    Each passive display should have at minimum one easel with information describing the intent for the display, educational outcomes and clearly state the sponsoring organization / department / group.???

                    TABLE TENTS?

                    In the Student Union, we have many opportunities to advertise.? Table tents on our tables in the Comstock Memorial Union is an “outside” of our usual Policies and Practices request.? However, we have accommodated such requests by the campus in the past.???

                    We would ask that requests be made through our Administration Office and through the Assistant Director of Event Services.? The request is then taken to the Director and our Assistant Director of Operations for approval.?

                    If approved, we ask that the table tents be dropped off in our Administration Office, (CMU 222).? Our staff will facilitate putting them up in strategic places throughout the building.? Our usual time frame for advertising is 3 weeks, but advertisements may be approved for longer periods of time.?

                    The CMU has identified roughly 25 locations for the table tents.? Groups should feel free to drop off extra table tents should as our staff will monitor the table tents and dispose of any that are marked up, torn or in need of replacement for any reason.?

                    OFF CAMPUS?

                    Advertising is allowed for events that are not sponsored by MSUM or Tri-College.? Advertising for these events is only allowed through posters on one bulletin board located across from Affinity Plus Credit Union.? Advertising must be for a specific event and open to all MSUM students; poster cannot be larger than 11″x17″ and only one poster per event are allowed for no longer than three weeks.? All posters for events not sponsored by MSUM or Tri-College need to be approved by the Student Union Administration Office prior to display.? Once the posting date has been reached, staff will remove the poster.???

                    POSTERS?

                    There is one location (corridor by Affinity Plus) in Comstock Memorial Union in which poster/displays may be used to advertise events.? Posters must be approved at the Student Union Administration Office.? There is a limit of one 11″x17″ or smaller poster per board per event regardless of the number of sponsoring organizations.? Posters shall be approved for no more than a three week period unless approved by the CMU Director.? These locations are available on a first-come, first-served basis to student organizations and departments.?

                    Hi Jackie,
                    Here is Western Michigan University’s posting and distribution policy:  https://wmich.edu/policies/posting.  This is a campus-wide policy, and we use as it a guideline for all campus facilities including the Bernhard Center.  Our office approves all paper flyers (dated stamp) and provides generally interpretation of the policy.  Happy to answer any detailed questions.
