Outdoor Stages – Safety Requirements

Recently, our university has pulled back from allowing any stage set up for a student event deeming it unsafe unless certified/inspected by an engineer.? That puts a damper on exterior stages and the ability of student organizations to perform outdoors without the expense of a structural engineer making a trip to the site to verify the integrity of the stage.? While we look into a way to meet the needs of our student orgs, I was wondering if anyone here can point me toward your requirements for outdoor -temporary – staging.? I would like to specifically know how you work with external companies that are insured and licensed and their ability to set up a stage without having to provide an engineer which can add considerable cost to these events.? ?Thanks for any direction.

Do you ever use truck stages/mobile stages? Does UNC also require an engineer to inspect the trucks since they are self-contained??

Hi Susan,
Thanks for asking.? Up until this moment there has been only cursory and sporadic inspections of temporary stages/structure on-campus.? I do think any of these companies are going to be licensed by the state and that would be sufficient for their safety for on-campus use.

I work in Virginia and we have to have all stages permitted both exterior and interior. Thankfully we use the same stage company for all of our external stages and all interior stages are the same year to year.? ?We get a permit for these stages at the beginning of each semester. We have to provide documentation that gets sent to Richmond, they approve the documentations and then as long as the staging meets code we get the permits.?Staff in our facilities management office assists me with getting the permits. I just need to provide him with the documentation from the stage company and they submit the paperwork on my behalf.?
I am sure each state is different so I would think the staff in facilities could? help or point you in the right direction

Question for you- was their an incident that led to the state requiring inspections? I worked in NC long ago and we had to get certified on scissor lifts due to incident at Notre Dame. I’m just curious. If there was an incident, more state universities may require inspections.

Joe,
Some things that may help. If the vendor has a hydraulic trailer stage, they all come with a engineer certificate certificate from the manufacturer. Also, all of those trailers are Class C trailers and the federal government requires an annual DOT inspection. The AV vendor should be able to provide that documentation.?

While I was at Tidewater Community College in the Norfolk, VA area, we also were required to have any portable stage permitted.? We worked with our facilities department and the local fire marshal to create a scenario where we would set up different stage configurations, both indoors and outdoors.? These stage setups were inspected annually and as long as we followed the stage setups exactly as how they were when inspected, he would grant us a year long permit.? We would need to inform the Facilities Department whenever we set up a stage configuration and they would do random spot checks to make sure we were in compliance.? As part of the permitting process, we had to submit a detailed CAD drawing for each configuration to the local fire marshal and facilities annually.? Kinda of a pain but that was the ONLY way we could set up portable staging.
